The player is out of contract and is believed to have recently turned down an offer from Rangers.

It would make sense from our point of view, but I wouldn't think you'd be doing too much business until you've sorted your manager situation out.

He's done well in a struggling Wigan side for the last 2 years - He maybe out of contract, but not free? it's all down to signing on costs / agents fee / wages - assume with your owners will trump us on all three.

I won't bore you with the sad and sorry details, but we have two players signed 'inbetween' managers for a combined £20m that we just can't shift.
Any ability we have to trump you on finances is matched by our ability to do the same on fuckwittery.

We’ve signed players without a manager before. Craig Gardner rocked up before the manager I recall.

Not sure that we’d actually be able to sign him in the end, but wouldn’t be surprised if we were trying to sign Powell even without having a manager. We need to sign so many players this Summer regardless, signing one or two before a new manager comes in (especially players that most managers at this level are likely to want) would be no bad thing. It’s no different to the incoming manager inheriting last season squad, they’re all in the same boat when pre season starts.
