I remember on the Danny Baker show years ago there were a couple of blokes who somehow got hold of Standard Liege jackets and got a load of letterheaded paper done and sent out correspondence to lots of clubs saying they were scouts looking at players (they also took notebooks to make it look more official). Got loads of free tickets for games all over the place. Worth a bash?
