It wouldn't surprise me if you were right. The last one was poor IMO, and this one looks like going down the same path, turning the films into a soppy soap-opera rather than stand-alone suspense thrillers.

Did you actually read ALL the article you linked?
Public health issues aside, I suspect the prospect of possibly loosing upward of £4 billion in ticket sales May have some bearing on the decision.

This Bond film wouldn't lose £4 billion in ticket sales if it sold no tickets, the £3.8 billion it mentions in the article is for projected ticket losses for cinema in total, of which Bond is just a part.
The last Bond film took £690M globally.

Maybe the bond villain in this film wants to release a virus to kill off a whole bunch of people and the plot is a little close to home at the moment?
